I don't think that this coin can be positively I.D.'ed. It seems like I can see an S on the obverse, so on eBay this would probably be sold as a coin of Avitus. Without more legend, mintmarks or field marks it is just not really possible to say for sure. There were a few Emperors that issued Victory reverses on small flans like Valentinian II and Valentinian IIII. Part of the problem is lots of minimi were struck unofficially, most in fairly poor style; while yours looks good, but once again, I would not say for sure. I have a tiny hoard (pun intended) of AE4 and AE5's that I have been putting aside for years. Some of them are easy enough to ID, but others, like yours, have no legend.
