I O M ET FORT CONSER DD NN AVG ET CAES; Jupiter, naked but for chlamys, standing l., holding Victory and sceptre, in front, Fortuna, draped, standing l., holding cornucopiae and rudder set on globe.

It looks like some sort of suspension loop...maybe it was worn as a necklace/ charm. I have also seen a coin that was attached to what looked like a bit of chainmail see below and another with a loop
