This reverse variation is not listed in RIC, but I have seen examples for each ruler that issued this type. This coin is a variation because of what looks like a second story with two windows.
Arcadius
A.D. 384- 388
DN ARCADIVS PF AVG; pearl-diademed, draped and cuirassed bust right.
GLORIA REIPVBLICE; campgate with windows and two turrets gamma in left.

Hi Victor,
New user on the site. Here is my example of a Valentinian II campgate with two arches.
Obverse: D N VALENTINIANS P F AVG, diademed draped & cuirassed bust right
Reverse: GLORIA REI-PVBLICE, campgate with two turrets, 6 layers, 2 arches in 4th layer, TES in exergue, Possible A in left field.
Weight: 0.6 g
Diameter: 12 mm
I am still on the lookout for a Theodosius as I have an Arcadius as well. It would be nice to have one for every emperor.

This stylistic variation makes me think to Trier Porta Nigra in a simpler design (according to crude style of these issues).
