Title: Theodosius II cross reverse...Vandals?

The obverse legend on this coin looks good, but the bust does not look like any that I have ever seen before. I am thinking maybe it is a Vandal issue. I looked quickly through Wroth's catalogue of coins of the Vandals, Ostrogoths and Lombards in the British Museum, but did not see anything similar. Of course there are so many different types that they almost defy orderly classification- even the official coinage often looks crude.
