This example has a draped bust insread of cuirassed. Probably just an engraver making a mistake, though this is my second example of a draped only VLPP.

Yes, it is much nicer than the other example; which I sold in 2009.

The description of the busts H11 and H12 in RIC is far too narrow. Should be: cuirassed and/or draped, spear or sceptre across shoulder.

There are, of course, other RIC descriptions that are too narrow. This draped only bust is so rare that I believe it is more of an engraving issue though. I have also seen examples that seem to be draped and cuirassed, though never clearly. The sceptre type is also, what I believe, to be another engraving issue. Of course, I note all these differences.

Sometimes it is clear that these two lines across chest were intended to depict a belt connected with shield, not a drapery. In fact these lines are usually rather straight than wavy.

You seem to be talking about something depicted completely different, like the coin below. That example has the straight lines, depicting some sort of strap perhaps, but is clearly cuirassed, evidenced by the dots (rivets).

I believe that it is not *completely* different; rather a bad version of belt. Or - if you like - a bad version of drapery, because it is also not a nice regular drapery like on this coin:
