Rome VOT X ET XV F overstrike - over what ?

I just saw this one mentioned on the numus-bibleii board .. recently sold by Athena. Weight 3.4g, no size given.

Can anyone identity the undertype ?

Seems to be something a bit larger from Rome mint - there appears to be an exergual RT mintmark, but I can't figure what the "ORMERIT" (?) legend fragment is from.

The DIVO coins of Claudius, Constantius and Maximian had the reverse legend REQVIES OPTIMOR MERIT and had Rome mint issues.

That's an awesome coin, though I hate that it was sold by Athena. It shows that sometimes the Romans did overstrike older issues. I have a Crispus from London that looks to be an official overstrike also.
