complete set of Counterfeit Reports...record price?

I just got an email from Kolbe & Fanning about record prices they got in their last auction and thought this was something else. A complete set of Counterfeit Reports published by the International Bureau for the Suppression of Counterfeit Coins with an estimate of $1000, which I knew was light, sold for $16,800.  :o
